2022 Loss Reserve Discount Factors Released

On December 23, 2022, the Internal Revenue Service released Revenue Procedure 2023-10. This procedure applies to insurance companies that are required to discount unpaid losses under Section 846 of the Internal Revenue Code (IRC) and estimated salvage recoverable under  Section 832. Provisions of the new procedures were amended by the Tax Cuts and Jobs Act in 2017.

The released Revenue Procedure 2023-10 provides insurance companies the loss payment patterns for the 2022 determination year and the new property and casualty discount factors for the 2022 accident year. The loss payment patterns are used to calculate discounted unpaid losses and discounted estimated salvage recoverable. The discount factors are calculated using a corporate bond yield curve methodology and are determined by assuming all loss payments occur in the middle of the calendar year.

The interest rate for 2022 is 2.67%, determined by using semiannual compounding. Tables 3 and 4 in Section 5 shown in the Revenue Procedure present the discount factors by each line of business for losses incurred in 2022 and earlier accident years.
